Cameron chairs Executive council meeting

The Bay Mills Executive Council met Sept. 22 with Tribal Chairman L. John Lufkins absent. Vice Chairman Allyn Cameron chaired the meeting.

Councilperson Norma Bennett asked Cameron if they could discuss the tribal administrator position. She said that the General Tribal Council voted on it and Ken Perron wrote the job posting, but it has yet to be posted. Cameron said they could discuss it at the next working group session.

In old business, the council approved a resolution authorizing the Boys and Girls Club of Bay Mills to submit a grant application for the proposed equestrian center, with the condition, imposed by Perron, that the funding sources for the $125,000 were as stated, namely the USDA grant and the Housing Authority.

Bennett said she had asked for the general fund budget to be returned to the agenda for action. She asked Perron if all his questions had been answered to which he answered 'no.' He said that Secretary Terry Carrick had asked about donations and professional fees.

CFO Mike Brooks was present, and said that the spending levels are the same as last year and that the fees and the donations are both based on prior history. He said the major expenses in donations are two senior homes plus the donations the council makes through the committee. He added that professional fees will only change if the Charlotte Beach matter is resolved.

The general fund budget was approved with Perron dissenting.

A tribal members' residential lease was approved.

Fishery Technician Steve Bennett came before the council because he thought the action at the prior meeting called his professionality into question and also because the new procedures weren't working. He said that Dave Menominee (Conservation Committee chairperson) wanted his computer password. He told the council some of its decision was impractical — he can't report to administration if he has to go out on the water at 3 or 4 a.m. He said that turning in the biology truck keys every night and checking them out again in the morning was impractical for the same reason.

The council said he did not have to give anyone his password and he could make arrangements for the truck. Cameron added that they could work out any wrinkles in procedure until Bennett has a regular supervisor when a new fishery biologist is hired. The idea is for both administration and Bennett to stay informed and he can leave messages if adminsitration staff is not in.

Three items were tabled: Health Care Policies and Procedures, because no one had a prior opportunity to review it; the GTC meeting date, for the tribal chairman to set; and amendments to the Chapter VIII of the Tribal Code amendments, because of questions and a disagreement of some amendment language.

Under Requests, the council approved sponsoring a $991 coffee for the upcoming The National Indian Judges Association conference in New Orleans, and a tribal member's request for $125 to pay for therapeutic recreational equipment for a tribal child. A request for help on behalf of a tribal family was treated with confidentiality and referred to the appropriate professionals.

Two phone votes were reaffirmed: authorization for signor for Plantation Rd. land purchase agreement and authorization to increase the Old Mission Bank for Fleet Program line of credit by $15,000.
